County signs sewer specs contract

JOHNSTOWN — The Fulton County Board of Supervisors last week authorized a $50,000 contract with a Saratoga County firm to prepare design plans and specifications for a Vail Mills sewer collection system.

The board’s agreement approved at the County Office Building is with Environmental Design Partnership of Clifton Park.

The same firm’s 2015 Smart Waters initiative “findings report” — previously commissioned by the board – concluded it is feasible for the county to develop a regional water and wastewater system in Fulton County.

Fulton County’s 2017 capital plan includes a sewer collection system project to create a county sewer district in the area around Vail Mills, a hamlet that lies in the town of Mayfield. The Vail Mills development area proposal shows 455 acres, with 60 residential lots. The area is also expected to attract adult senior housing, commercial/retail development, and a possible hotel.

Sewer systems, like the one earmarked for Vail Mills, are also among projects seeking state money in Fulton County for 2017. Filed earlier this year was $1.6 million worth of state funding applications for economic development projects within the county. The conduit for annual Empire State Development Corp. funding is the Consolidated Funding Application, or CFA. The CFA awards won’t be announced until December.

In another economic development matter to come before the county, the board approved a memorandum of agreement between Fulton, Montgomery and Schoharie counties for local workforce development area service delivery. The memorandum is on behalf of the Fulton-Montgomery-Schoharie Workforce Development Board, effective Dec. 31.

In accordance with requirements of the Workforce Innovation and Opportunity Act of 2014, all agencies or organizations receiving such funding must enter into an agreement defining how services and referrals are provided and costs shared in the tri-counties’ Workforce Solutions Center.
