New center will serve victims of child abuse

JOHNSTOWN — Fulton County officials said a state grant announced Tuesday will allow them to provide help to children who are victims of abuse, sexual assault and serious maltreatment.
The county has received a $150,000 grant from the New York State Office of Children and Family Services and will use it to rehabilitate an existing building and turn it into a child advocacy center, county officials said.
Fulton County District Attorney Louise Sira said there is a tremendous need for the center in the community.
“We have no centralized location to provide these children with the services they need,” she said.
Fulton County Department of Social Services Commissioner Sheryda Cooper said her department looked into 46 complaints of sexual abuse involving children in 2006. Of those, 10 were “indicated,” which Cooper said meant part of the complaint was substantiated.
She said while the numbers are not final for 2007, more than 40 complaints were received. Of those, approximately 13 were indicated, she said.
At the center, children will be provided with counseling services, said Janine Dykeman, the executive director of the Mental Health Association in Fulton and Montgomery Counties.
Dykeman said local therapists and clinicians will be hired with grant money to help the children. Grant funding also will allow law enforcement personnel and caseworkers to receive updated training on proper interviewing techniques.
The center will provide a space for law enforcement personnel and case workers to meet with families and conduct interviews and investigations, Dykeman said.
Currently, children and their families have to go to the Fulton County Sheriff’s Department or the district attorney’s office for the interviews, she said. Neither place is a comfortable environment for a child to talk about potentially traumatic experiences, Dykeman said.
The grant was applied for by the MHA, which collaborated with the district attorney’s office and the Fulton County Department of Social Services.
Sira said Fulton County has been a “priority county” for state funding because of the distance victims have to travel for services.
“Right now, we send kids to Saratoga County for counseling services,” she said.
While no location has been selected for the center, Dykeman said, buildings in the cities of Johnstown and Gloversville have been considered.
Officials said the center may open by the start of 2009.
The OCFS grant is renewable and consistently budgeted by the state, according to the news release.
Dykeman said while the grant amount probably will go down in the future, additional money besides the grant might be available from OCFS.

Why not combine all types of abuses and insurance plans into ONE center. Omits confusion, all types of abuses can be addressed and would eliminate government overlapping of services. This would truly be efficient.

It is truly a great thing. I would not mind the state taken some of my tax money to support this, weather medicaid victim or not, they are children they can't help if thier parents are on medicaid, and in fact they can't help who thier parents. I would rather see my money go to this cause then to cable TV in jails..

OH YEAH the counseling center in gloversville is for medicaid recipients only..... no one with insurance can go to that. we pay for people to be on medicaid but since we work we can not use this place? why????? IT IS OUR TAX DOLLARS!!!!!!

Child Abuse "potentially traumatic" It is TRAUMATIC. This is something that is long overdue for children with all types of abuse. I hope the CSW'S will have special training. Not all CSW'S are prepared to hear some of the details and emotions when a child talks about the abuse.

What is the Family counseling service place on Washington street for then? I know that they handle social service children and adults both there with social workers and others that are supposed to help with problems.

Can anyone define "serious maltreatment"? Does that mean that before a child is considered abused, they must have a broken bone, end up in the hospital, be seriously malnourished, or even dead before it's abuse? I know that's how it is Montgomery County. CPS is and always will be a joke, no matter what program they come up with.

why is a sexual assault case being handled in the Town of Northampton Courts? and not at the Fulton County level? also this offender was let out on bail a few weeks ago altho there was proof of sexual assault in one victim and around 7 more complaints being investigated? does the DA Sira have anything to do with this? who gives the OK to let an offender at this level out on bail? and Why at a Town Court level not County Court level? Town Court Judges are not educated or experienced enough for this kind of case. northville really is going down hill now isn't it. and the DA Sira lives in the Town of Northampton and her children go to school in Northville.

DOES THIS INCLUDE MENTALLY ABUSED CHILDREN? OR JUST PHYSICALLY ABUSED CHILDREN? the reason i ask is because the title "child protective service" is only for the physically abused NOT MENTALLY ABUSED.

Great idea if it doesn't get abused by the people running it. Some of these program have overzealous people involved and the system can be abused. Hopfully notwith this one.
