Fulton County names new tech director

JOHNSTOWN - A Cattaraugus County man was appointed by the Fulton County Board of Supervisors to be the county's new director of information services and printing.

The board named Perry R. Lovell of Hinsdale after an interview process involving finalist candidates Monday at the County Office Building.

Lovell will earn $70,000 annually. He is expected to work part-time at a salary of $38 per hour during a December transition period, then start working full-time Jan. 1. His initial term of office will run through Dec. 31, 2013, with two-year terms to follow.

He replaces longtime Information Services/Printing Director Anthony Basile, who retired earlier this year but had been serving as a consultant until his replacement was hired.

County Administrative Officer Jon Stead said Wednesday that Lovell was employed as network coordinator of the Cattaraugus County Department of Information Services and has extensive experience in all phases of that agency's operations. He holds a degree in computer science from St. Bonaventure University.

"Mr. Lovell garnered the attention of the board because of his broad range of experience supporting county government systems," board Chairman Michael F. Gendron said Wednesday. "After meeting with him, it was clear that his demeanor and skill set would be an asset to Fulton County departments and the citizens who rely on them."

Lovell has more than 23 years of experience in county government. Stead said he has "detailed knowledge" of computer applications and hardware components necessary to support county operations.

His qualifications include experience with state Real Property Services software, IBM iSeries servers, Microsoft applications and operating systems, Novell and VMWare. Lovell also has substantial experience installing telecommunications equipment and software and had key involvement in upgrading Cattaraugus County's public administration software and public safety dispatch systems.
