State workers must be laid off, the state does not have the money to pay the amount of workers it has very simple you need to cut state jobs besides just cutting back spending. It would be nice if the state could always spend much more than it takes in, but that will never the the case so drastic changes must be made. Paying state workers with money they don't have is not an option and state workers will be laid off next year for sure besides cutting back on state spending.
