JOHNSTOWN – A Common Council member this week blasted the owner of a property containing former glove factory buildings for letting the parcel get so bad the city now has to take over the site and demolish the buildings.
The council approved a resolution Monday to accept a quit-claim deed from Nicholas A. Cannizzo Jr. for his property at 308 1/2 S. Market St. The action means Cannizzo is turning his property over to the city so buildings on the site can be razed. The property contains buildings that used to make up a small glove factory, city officials said.
A porch on the larger of the two structures has collapsed, its foundation has caved in on one side, and the ground around it is littered with broken glass. The smaller building, a storage shed, has gaping holes in its roof.
The resolution notes City Engineer Chandra Cotter determined the buildings on the property are “structurally deficient, unsafe, a public safety hazard and in need of demolition.” The Fulton County Demolition Team has agreed to help the city demolish the buildings, city officials said.
“This is one of those things that’s really irritating to me,” said 2nd Ward Councilman Chris Foss.
He told the council a “local citizen” – who he clarified after the meeting is Cannizzo – failed to take care of the property and now it “needs to come down.”
“It’s going to fall on the taxpayers to clean up someone else’s mess,” Foss said.
The councilman said the city is now “stuck with” the property, which is in the center of the block surrounded by Market and Perry streets and Madison and First avenues.
Mayor Sarah Slingerland thanked Fulton County Solid Waste Director Jeff Bouchard for his help in securing help from the county Demolition Team to raze the buildings.
Cannizzo, who the city says owes $718 in taxes on the property, couldn’t be reached for comment Tuesday.
Cotter said the buildings on the site probably will be demolished in October.
