Clifford Engle resigns Fulton County solid waste position

JOHNSTOWN – Fulton County Department of Solid Waste Director Clifford Engle, who held the post almost a year, resigned last month. His position has been filled by Interim Director Cindy Livingston.

Livingston, the department’s longtime deputy director, will work with county solid waste operations consultant Jeffrey Bouchard to head up department operations.

Engle was appointed county solid waste director on Aug. 17, 2015. He had been earning about $94,000 per year and resigned July 11.

“He resigned three weeks ago,” county Administrative Officer Jon Stead said Monday. “He tendered his resignation without a lot of details.”

Stead said he was not sure where Engle, who came to Fulton County as chief of solid waste management for Harford County, Md., went after leaving his position.

The Fulton County Board of Supervisors will consider a resolution naming Livingston as interim director at its meeting at 1 p.m. Monday at the County Office Building.

During the last similar vacancy involving Bouchard, who was the longtime department director, an interim management structure was also employed designating Livingston as interim director.

Stead said in that process a couple years ago, Bouchard was a consultant involved more in landfill operations.

“He is remaining as he was in [the middle of] a three-year contract as a landfill consultant,” Livingston said Monday.

Stead said Bouchard this year has mostly been running the county Demolition Team operations.

Engle last year succeeded Bouchard, who had served as a consultant for the department with Gerhardt LLC of New Hartford, Oneida County after he retired Aug. 31, 2014 from the county.

Stead said the Board of Supervisors will eventually work to permanently fill the solid waste director vacancy.
