Council gives approval to mayor to sign grant

JOHNSTOWN — The Common Council on Tuesday authorized Mayor Vern Jackson to sign a $1 million Restore grant agreement with Stitchery Realty, LLC. for Townsend Leather’s expansion project.

Townsend Leather is attempting to rehab the old Diana Knitting Mill building at 229 N. Perry St., at Grove Street. The owner of the building is Stitchery Realty, LLC.

The resolution approved Tuesday at City Hall indicated that the city finds the proposed project “consistent with the municipality’s local revitalization and comprehensive plans.”

The state’s Empire State Development Corp. is making funding available to assist economic development and community revitalization activities through the Restore NY Communities Initiative. The city has been awarded a $1 million grant from the ESD, under the Restore NY program, to assist in the development of the Townsend project.

In other grant action, the council authorized execution of a grant, regulatory and security agreement between the city and Evolution Recycling, Inc. The city has been awarded an $81,480 Community Development Block Grant to assist in the financing of an expansion project to be undertaken by that firm.

The city wishes to enter into a formal agreement with Evolution Recycling, Inc. governing the use of CDBG funds, and establishing in writing the legal obligations of the firm.

In other business, Jackson reported the city Department of Public Works conducted a raffle at its December Christmas Party that netted about $375. He said that money was donated to the Make-A-Wish Foundation, benefiting a critically ill child in Fulton County.

Jackson said he received a letter from the foundation’s CEO asking the mayor to convey its thanks to the DPW.

Councilman-at-Large Craig Talarico said the Johnstown Eagles Club is inviting council members to “active shooter” exercise it is sponsoring at 1 p.m. Feb. 2 at the Johnstown Moose Lodge.
