BALLSTON SPA— One Broadalbin resident and three Ballston Spa residents were arrested on promoting prostitution charges for allegedly operating a licensed massage parlor to illicit prostitution, according to the Saratoga County Sheriff’s Office.
Lawrence B. Boutillette, 71, of Broadalbin, and Xiu Fen Feng, 56, of Ballston Spa were charged with third-degree promoting prostitution and unauthorized practice of profession, both felonies.
Limei Ning, 49, of Ballston Spa was charged with unauthorized practice of profession, a felony, and prostitution, a misdemeanor and Kanjwei Liu, 48, of Ballston Spa was charged with unauthorized practice of a profession, a felony.
The four were arrested on Thursday after the sheriff’s office conducted a lengthy investigation into alleged illicit activities occurring at the Oriental Spa at 357 Milton Ave.
They are alleged to have operated the business that allowed and promoted prostitution. The spa was licensed as a massage parlor, but did not employ any licensed massage therapists.
All four were arraigned before Judge Timothy M Brown in Milton Town Court and remanded to the Saratoga County Jail in lieu of bail or bond to await further proceedings.
