The investigation began last Wednesday when the state police received a complaint that Blowers had made phone threats to murder the sheriff and others, police said.
The investigation determined Blowers made the threats on multiple occasions to various agencies “in an attempt to intimidate and coerce a unit of government,” police said.
Troopers took Blowers into custody Saturday during a traffic stop in Johnstown. He was arraigned and ordered held on $10,000 bail.
