AMSTERDAM — An Amsterdam man with a suspended driver's license is facing multiple charges after being pulled over while driving, and then allegedly fleeing the scene on foot before he was discovered to be in possession of a loaded handgun over the weekend, according to city police.John Carlos Cartagena, 23, is charged with felony second-degree criminal possession of a weapon, obstructing governmental administration, resisting arrest and second-degree aggravated unlicensed operation.Patrol officers conducted a traffic stop on a 1996 Honda Civic driven by Cartagena around 12:25 p.m. Saturday.Police said Cartagena was asked to exit the vehicle after they learned his license…
