JOHNSTOWN — Delayed is the possibility of Johnstown officials handing off a long-vacant property due to a change in legal counsel. City lawmakers on Tuesday tabled a resolution to sell the premises of 237 North Perry to PHJ Holdings. The nearly 2-year-old development firm planned to flip the derelict land into an electric vehicle charging hub.
