FULTON COUNTY - A 19-year-old man has been arrested, accused of raping a 3-year-old child, Fulton County Sheriff's officials said. Douglas A. Billa, Jr., 19, residence unavailable, was arrested last week on one count each of first-degree rape, first-degree sexual abuse, second-degree aggravated sexual abuse and first-degree criminal sexual act, officials said. He was arrested last Thursday in Johnstown, accused of raping a child known to him, officials said. Billa was arraigned and ordered held on $25,000 bail. He is due back in town of Caroga court later.
