MOHAWK VALLEY — For project leader Timothy Rizzo, the momentum behind the $35 million Upstate Ice Complex is far from frozen. U.S. Sen. Kirsten Gillibrand recently shortlisted $1 million in federal appropriations for the development of what would be the only ice arena of its kind within a nearly 70-mile liminal stretch of the Mohawk Valley.
